About Us

Adair Margo & Guadalupe De La Vega, founders of FEMAP and the FEMAP Foundation.

Mission: To support and promote the mission of FEMAP and SADEC in Mexico, which is to raise the quality of life among people living in poverty, through health services, environmental sanitation services, education, research, and economic and social development.

The FEMAP Foundation is a U.S. based public charity, chartered as a Texas nonprofit corporation on July 13, 1992. It is exempt under section 501(c)(3) of the Internal Revenue Code. The FEMAP Foundation was established to provide support for particular projects of FEMAP (Federacion Mexicana de Asociaciones Privadas) and SADEC (Salud y Desarrollo Comunitario de Cd. Juarez, or Health and Community Development of Ciudad Juarez.) SADEC is a private, nonprofit institution organized under the laws of Mexico and created for the purpose of improving the quality of life of individuals in Mexico by offering the following services:

  • Health; with emphasis on primary care, maternal, child, adolescent and reproductive health
  • AIDS and drug abuse prevention
  • Environmental health and sanitation
  • Economic development through microenterprise creation and community banking
  • Education and training for capacity building
  • Information & Research: InfoMexus

Located in El Paso, Texas, on the U.S./Mexican border, the FEMAP Foundation, in conjunction with FEMAP and SADEC, headquartered in Ciudad Juarez, Mexico, provides links between the two cities and countries in order to address mutual economic needs and public health concerns. The FEMAP Foundation has grown over the past decade into an organization that is a strong advocate for the U.S./Mexico border region, and is an example of the goodwill that exists between both countries and peoples. The creation of the FEMAP Foundation also coincided with the establishment of several community banks on the American side, in which training was provided by the Juarez staff of SADEC. Our bilingual staff, in addition to raising money, facilitates the coordination and implementation of SADEC projects. We believe that philanthropy is a two-way street between Mexico and the United States, and that the improvement of conditions along the border requires this kind of cooperation and technology transfer.

The FEMAP Foundation seeks donations from large foundations as well as individual donors for the work that FEMAP does, with a geographic emphasis on Ciudad Juarez and U.S. border communities. In the course of its existence, the FEMAP Foundation has raised several million dollars to support a variety of projects, including:

  • Construction of the new addition to the Hospital de la Familia in Cd. Juarez, doubling its capacity to 100 beds as well as upgrading the nursing school and providing scholarships for nursing students.
  • Support for the volunteer health promoters (promotoras) who are the heart and soul of FEMAP’s successful model throughout Mexico.
  • Successful implementation of the Seeds Across the Border project, which uses the community bank model to provide low interest loans, enabling people to create microenterprises. These banks have been established in the El Paso/southern New Mexico/Cd. Juarez region, as well as in several other border communities in the Rio Grande Valley.
  • Introduction of an AIDS Prevention Program, providing education among high-risk populations in Cd. Juarez.
  • Creation of InfoMexus – a bi-national border information institute providing public access to socio-economic, cultural, health and environmental data analysis from the U.S./Mexican border.
